The Constitution

The proposed first amendment to the constitution of ArcAAB was approved at the annual general meeting on January 16, 2003.

  1. 1.0 Name of the Association: Architecture Alumni Association of BUET, hereinafter referred to in this constitution and where ever necessary as the Association.
  2. 2.0 Acronym: The Acronym of the Association shall be ArcAAB, wherein 'Arc' refers to the first three letters of Architecture, 'A' for Alumni, 'A' for Association and 'B' for BUET.
  3. 3.0 BUET: Bangladesh University of Engineering and Technology, Dhaka, Bangladesh.
  4. 4.0 Registered Office: The registered office, also known as the ArcAAB Head Quarters, shall be located at the Department of Architecture, Bangladesh University of Engineering and Technology, Dhaka-1000.
  5. 5.0 Location: ArcAAB office and/or its activities may be located at any place considered suitable by the Executive Committee.
  6. 6.0 Postal address: The postal address of the Association shall be Department of Architecture, Bangladesh University of Engineering and Technology, Dhaka-1000 or as decided by the Executive Committee.
  7. 7.0 Status: Architecture graduates of the Department of Architecture, Bangladesh University of Engineering and Technology, Dhaka-1000, also known as alumni, who are and all those who may hereafter become members of the Association shall so long as they continue to be such members, be one community by the name of "Architecture Alumni Association of BUET" and by the same name shall have perpetual succession and a Common Seal with power to break, alter and make anew the said Seal from time to time at their will and pleasure and by the same name shall and may and be sued in all the courts of law and in all manner of action and pertaining to a Body Corporate including the power to take and hold personal property and power to purchase, take on lease and hold lands, tenements, hereditaments or any interest in any land, tenements, hereditaments whatsoever in Bangladesh for the purpose of the Association and the power to sell, let or lease, alienate or otherwise of the same or any part there of.
  8. 8.0 Aims and objectives: The aims and objectives of the Association shall be:
    1. 8.1 To establish and maintain a bridge between the alumni (that is the graduates and the postgraduates) and the Department of Architecture, BUET (that is the Alma Mater)
    2. 8.2 create an environment for the exploration and sustainability if all possible methods through which the alumni can participate in the enrichment of the profession and the department for mutual benefits. Where 'profession' shall encompass any occupation pursued by an alumnus.
    3. 8.3 To monitor by periodical evaluation the development, application, standing and influence of architecture in different sectors of the society, culture and economy and to find means to broaden the scope of participation and contribution of the alumni.
    4. 8.4 To provide a platform whereby the Association can correlate with different development works
    5. 8.5 To promote the welfare of the members and their immediate families.
    6. 8.6 To keep the alumni informed about each other.
    7. 8.7 To make information available to the alumni with regard to development activities of the department & the alumni.
    8. 8.8 To publish periodicals
    9. 8.9 To host seminars, workshops, exhibitions & competitions
    10. 8.10 To provide recreational facilities for the alumni.
    11. 8.11 To take effective measures for the creation of a permanent fund called the "ArcAAB Welfare Fund", for attainment of the following objectives:
      1. 8.11.a. To offer scholarship to deserving undergraduate and postgraduate students.
      2. 8.11.b. To purchase relevant books and journals for the ArcAAB library and the department of Architecture BUET.
      3. 8.11.c. To help procure materials and equipment for the department studio works and other research projects.
      4. 8.11.d. To provide travel and other expenses to ArcAAB members for attending conferences/seminars abroad.
    12. 8.12. To help the department keep pace with architectural education worldwide.
    13. 8.13. To undertake any other activity which the Association deems necessary for the interest of the Alumni, the Department, the university and the country at large.
    14. 8.14. To raise funds and acquire assets in pursuance of the objectives of the association, and enter into contracts with second parties as may be necessary.
    15. 8.15. To maintain liaison with Alumni Association with similar objectives at home and abroad.
    16. 8.16. To supplement the activities of the Institute of Architects Bangladesh.
  9. 9.0 Membership: Eligibility and rights
    1. 9.1 The following shall be eligible to apply for Membership of the Association:
      1. 9.1.a Architecture graduates of the erstwhile East Pakistan University of Engineering and Technology (EPUET) and the Bangladesh University of Engineering and Technology (BUET).
      2. 9.1.b Architecture postgraduates of the Bangladesh University of Engineering and Technology (BUET).
    2. 9.2 A Member shall enjoy all the rights and privileges in accordance with this constitution.
    3. 9.3 A Member shall be a voter in the Executive Committee elections, subject to clause 14.5.
    4. 9.4 Only a voter may be a candidate for any post of the Executive Committee.
    5. 9.4.a Every Member whose dues of all Fees are paid up to current shall be a voter and have a single vote for each post while present at the Elections.
    6. 9.5 There shall be no proxy-vote.
  10. 10.0 Honorary Membership: Eligibility and rights
    1. 10.1 ArcAAB may bestow Honorary Membership on any person or group in consideration of the Contributions made by the recipient.
    2. 10.2 An Honorary Member shall enjoy all the rights and privileges in accordance with this constitution but shall not be a voter in the Executive Committee elections.
    3. 10.3 An Honorary Member shall not be required to apply for the Honorary Membership.
    4. 10.4 An Honorary Member shall not be required to pay any Registration and Annual fees.
  11. 11.0 Life Member:
    1. 11.1 Any Member can become an ArcAAB life Member by paying to the ArcAAB account a sum of Taka 1,00,000 (taka One lac only) or an amount as decided by the Executive Committee
    2. 11.2 A Life Member shall not be required to pay any annual dues
    3. 11.3 A Life Member shall enjoy such other facilities including financial concessions as may be decided by the Executive Committee.
  12. 12.0 Application for Membership:
    1. 12.1 Membership of ArcAAB shall only be by application in prescribed form subject to the approval in each case by the Executive Committee
  13. 13.0 Expulsion from ArcAAB: Any Member of ArcAAB may be expelled for any period of time or for life by a simple 51% majority of the Convention for any action against the interest of ArcAAB or for being convicted by a court of law for a criminal offence.
  14. 14.0 Fees-Registration and Annual:
    1. 14.1 A Member of the Association shall on becoming a Member pay a Registration Fee of an amount as decided by the Executive Committee for that particular year.
    2. 14.2 A Member of the Association shall be required to pay an Annual Fee of an amount as decided by the Executive Committee for that particular year
    3. 14.3 Annual Fee shall be for the period January to December or any fraction therein.
    4. 14.4 The amounts of Registration Fee, Annual Fee and other Fees may be different for residents of Bangladesh and those residing abroad as decided by the Executive Committee.
    5. 14.5 If a Member has not paid his Annual Fee/other fee for more than 2 (two) years, his membership may be suspended.
    6. 14.6 Those suspended as per 14.5 shall be required to pay the Registration Fee again and current annual dues in order to renew membership.
  15. 15.0 Register
    1. 15.1 The Association shall maintain a Register of all its Members
  16. 16.0 The Convention: The highest authority of the Association shall be vested in the General Body of the Members (hereinafter referred to as 'The Convention').
  17. 17.0 Convention: There shall be three categories of Convention
    1. 17.1 The Biennial General Convention
    2. 17.2 The Special Convention
    3. 17.3 The Emergency Convention
  18. 18.0 Biennial General Convention: The Biennial General Convention shall be held once every two years in any place considered suitable by the Executive Committee
  19. 19.0 Quorum of the Biennial General Convention: Quorum of the Biennial General Convention shall be formed by the presence of at least 10% Members
  20. 20.0 Notice of the Biennial General Convention: Notice of the Biennial General Convention shall be issued at least 45 days before the meeting
  21. 21.0 Special Convention: The Executive Committee may convene a Special Convention at any time for consideration of any special issues
  22. 22.0 Emergency Convention: The President may call for an Emergency Convention at any time by the majority votes of the Executive Committee
  23. 23.0 Quorum of the Special and Emergency Convention: Quorum for the Special and Emergency Convention shall be formed by the presence of at least 10% Members
  24. 24.0 Notice of the Special and Emergency Convention: Notice of the Special and Emergency Convention shall be issued at least 15 days before the meeting
  25. 25.0 Voting at Convention:
    1. 25.1 Every Member shall be entitled to one vote for each post while present at the Convention.
    2. 25.2 Any resolution to be approved at the Convention shall be carried by a simple majority of votes cast, unless otherwise provided for in this constitution.
  26. 26.0 The Executive Committee: The Executive Committee of the Association shall consist of 21 Members of the following posts to be elected in the Biennial General Convention and as per rule of Election.
    1. 1 President
    2. 1 Senior Vice-President
    3. 3 Vice-Presidents
    4. 1 General Secretary
    5. 1 Joint Secretary
    6. 1 Treasurer
    7. 1 Organising Secretary
    8. 1 Publicity Secretary
    9. 10 Executive Members
  27. 27.0 Election of the Executive Committee: Election of the Executive Committee shall be held in the Biennial General Convention in accordance with the rules framed by the Executive Committee for this purpose
  28. 28.0 Term of the Executive Committee: The term of the Executive Committee shall be for two years from the date of assuming office
  29. 29.0 Meetings of the Executive Committee: The Executive Committee shall meet at least once every three months
  30. 30.0 Quorum of the Meetings of the Executive Committee: Quorum for the Meetings of the Executive Committee shall be formed by the presence of at least 1/3rd of the Members
  31. 31.0 Notice of the Meetings of the Executive Committee: Notice of the Meetings of the Executive Committee shall be issued at least 7 days before the meeting
  32. 32.0 Co-option in the Executive Committee: The Executive Committee shall have the power to co-opt Members to fill vacancies and shall form such sub-committees as may be necessary for the discharge of its duties
  33. 33.0 Power and duties of the Executive Committee:
    1. 33.1 The President shall:
      1. 33.1.1 Preside at all meetings of the Convention and the Executive Committee
      2. 33.1.2 Represent the Association on all occasions
    2. 33.2 The Senior Vice-President shall:
      1. 33.2.1 Assist the President in the discharge of duties
      2. 33.2.2 Preside at the meetings of the Convention and the Executive Committee in the absence of the President
    3. 33.3 The Vice-Presidents shall:
      1. 33.3.1 Assist the President and the Senior Vice-President in the discharge of duties
      2. 33.3.2 Preside at the meetings of the Convention and the Executive Committee in the absence of the President and the Senior Vice-President
    4. 33.4 The General Secretary shall:
      1. 33.4.1 Convene all meetings of the Convention and the Executive Committee
      2. 33.4.2 Maintain the records of the Association
      3. 33.4.3 Conduct all correspondence of the Association
      4. 33.4.4 Submit a General Report of the activities of the Association at the Biennial General Convention
    5. 33.5 The Joint Secretary shall:
      1. 33.5.1 Assist the General Secretary in the discharge of duties
      2. 33.5.2 Act as the General Secretary in the absence of the General Secretary
    6. 33.6 The Treasurer shall:
      1. 33.6.1 Keep accounts of all receipts and expenditures of the Association
      2. 33.6.2 Prepare the Annual Budget and submit to the Executive Committee
      3. 33.6.3 Submit a Statement of Accounts at the Biennial General Convention
    7. 33.7 The Organising Secretary shall:
      1. 33.7.1 Organise all events of the Association
      2. 33.7.2 Assist the General Secretary and the Treasurer in the discharge of duties
    8. 33.8 The Publicity Secretary shall:
      1. 33.8.1 Publicise all events of the Association
      2. 33.8.2 Assist the General Secretary and the Treasurer in the discharge of duties
    9. 33.9 The Executive Members shall:
      1. 33.9.1 Assist the office bearers of the Association in the discharge of duties
      2. 33.9.2 Perform such other duties as may be assigned by the Executive Committee
  34. 34.0 Amendments to the Constitution: Any amendments to this constitution shall be made only by a resolution passed by a 2/3rd majority of the Members present and voting at a Biennial General Convention or a Special Convention convened for this purpose.
  35. 35.0 Dissolution of the Association: The Association may be dissolved by a resolution passed by a 3/4th majority of the Members present and voting at a Biennial General Convention or a Special Convention convened for this purpose.
